It was also noted that the current water level in Toktogul reservoir is below that recorded during the same period last year. In this regard, the headquarters instructed participants to use water resources efficiently and comply with established electricity consumption limits.

The Cabinet did not disclose the exact volume of water in the Toktogul reservoir. In May 2025, the Kyrgyz authorities classified the data, stating that the figures were henceforth considered «for official use only.» A month ago, the Minister of Energy said the reservoir contained 10.2 billion cubic meters of water, which was 700–750 million cubic meters less than in July last year.

The meeting also addressed the need to complete repairs of hydroelectric units and work at the thermal power plant according to schedule. To get through the upcoming heating season, Kyrgyzstan will need 45,500 tonnes of fuel oil and 3,408.5 million tonnes of coal. The required volumes of fuel are being delivered to storage facilities according to schedule, while tenders and contract negotiations are ongoing.

The meeting participants also reviewed the readiness of heat-supply companies in Bishkek and Osh, municipal enterprises in the regions, and public institutions for the heating season.

Erlist Akunbekov emphasized the personal responsibility of heads of ministries, regions, City Halls, municipal enterprises and energy companies for preparations for winter. According to the schedule, preparations of the economy and the population for the autumn-winter period must be fully completed by October.
