An exception is proposed for Kyrgyzstanis who are legally married to foreign nationals, who would still be allowed to use surrogacy services.

Currently, Kyrgyzstan’s legislation allows citizens to use surrogacy services on medical grounds under a notarized agreement and does not establish a separate restriction for foreign nationals.

In the explanatory note, the authors say the amendments are intended to protect the rights of women and children and restrict the commercial use of surrogacy by foreign nationals.
