According to the SCNS, violations were uncovered during the construction of a social facility.

An apartment building designed to accommodate 32 needy families was built in Sedmoy microdistrict between 2024 and 2025. Previously, the building was owned by the City Hall and stood idle due to its unsuitability for use.

«During the construction process, a number of violations of Kyrgyz law were committed, specifically in the procedure for holding tenders for construction and finishing work, and the preparation of supervisory and special technical reports in accordance with the Building Codes and Regulations. The audit revealed damage to the state budget in the amount of 9,985,400 soms,» the SCNS reported.

Former city mayor O.N.O., former head of the Municipal Property Department of the City Hall K.M.S., former construction specialist of the department M.A.A., and the person responsible for construction supervision I.M.A. were detained as part of the criminal case opened under Article 337 of the Criminal Code of the Kyrgyz Republic (abuse of office).

The detainees have been placed in a temporary detention facility, and investigative and operational activities are ongoing.
