Participants of the forum were welcomed by President Kassym-Jomart Tokayev, who emphasized that large-scale state reforms, the development of administrative justice, and the strengthening of the principle of «law and order» are being implemented through open dialogue with society and in the interests of citizens.
According to the press service of the Supreme Court of Kyrgyzstan, the forum included thematic sessions focused on state-business relations and the development of administrative justice systems in Eurasian countries. Participants discussed reforms in administrative court proceedings and ways to improve mechanisms for protecting the rights of citizens and investors.
Speaking at the forum, Nurgul Bakirova noted that Kyrgyzstan has developed its own experience in establishing and advancing administrative justice. According to her, a major milestone was the enactment in 2016 of the Law «On the Fundamentals of Administrative Activity and Administrative Procedures,» as well as the adoption of the Administrative Procedure Code. The drafting of these documents took into account the experience of several European and post-Soviet countries.
The deputy chairperson of the Supreme Court also presented the results of an analysis of judicial practice in cases involving foreign investors.
According to the data presented, Kyrgyz courts of first instance considered 40 cases involving foreign investors in 2024–2025. The most common categories of disputes included debt recovery, corporate conflicts, bankruptcy issues, labor disputes, as well as cases related to the protection of business reputation and the invalidation of transactions.
Nurgul Bakirova stressed that the analysis demonstrates the accessibility of judicial protection for investors in Kyrgyzstan.
«Investors actively participate in court proceedings both as plaintiffs and defendants. This indicates that the judicial system is perceived as an effective mechanism for dispute resolution. The opportunity for full participation in legal proceedings and access to judicial protection is one of the key criteria for a favorable investment climate,» she said.
