According to Amangeldiev, the increase in the number of foreign workers is linked to economic growth, including the construction of highways, railways, social and commercial facilities.
«We do not divide the workforce into our own and others. Everyone must comply with the laws of our country. Those who do not want to follow the established rules must be deported, which is what we are doing today,» the official said.
He noted that the absence of public statements about tougher migration controls does not mean that the authorities are inactive.
According to Amangeldiev, investment in fixed capital has increased by 168 percent. At the same time, the number of Kyrgyz citizens working abroad has decreased from 680,000 in 2021 to 380,000 in 2026.
«A significant part of our citizens are already employed inside the country, while the need for additional labor is growing. Human resources are one of the main drivers of the economy,» the First Deputy Cabinet Chairman said.
According to Daniyar Amangeldiev, without foreign labor, Kyrgyzstan would not have been able to maintain its current pace of construction and economic growth.
«One should ask: if there were no migrants, would we have achieved this level of growth and built so many facilities and railways? We want to see results today, not wait two or five years,» he said.
Quotas for foreign employees, according to the official, are issued for specific projects and can be increased or reduced depending on economic needs.
«We do not have a chaotic visa-free regime or a situation where anything is allowed. All processes are regulated and controlled,» Amangeldiev emphasized.
The First Deputy Cabinet Chairman said he has observed xenophobic attitudes toward foreigners on social media.
«We should not divide people based on nationality. There are law-abiding people and there are those who violate the law,» he said.
At the same time, Amangeldiev believes that negative attitudes toward foreigners could discourage investors.
«It is easy to criticize. But one should put themselves in the position of a person investing their own money in another country. They want to understand that the state and the law will protect their investments,» he said.
On claims of Chinese citizens buying land and housing
Daniyar Amangeldiev rejected claims that Chinese citizens are allegedly buying large numbers of land plots, apartments, and houses in Kyrgyzstan, calling such information inaccurate.
He recalled that border lands cannot be sold to foreigners or leased to them.
«We do not divide investors by nationality. What matters is business interest and mutual benefit for both the state and the investor,» the official said.
According to him, foreign investment contributes to economic development, the country’s integration, and the inflow of foreign currency.
«One can close oneself off and live only within the framework of one’s own population. But in that case, such growth dynamics will not be possible,» Daniyar Amangeldiev concluded.
