The agreement was signed in Minsk on September 29, 2025, during an official visit of Chairman of the Cabinet of Ministers Adylbek Kasymaliev to Belarus.
Under the agreement, Kyrgyz citizens temporarily staying in Belarus will be exempt from registration requirements during their first 30 days. The same rule will apply to Belarusian citizens visiting Kyrgyzstan.
If a stay exceeds 30 days, registration will be required in accordance with the legislation of the host country, as stipulated by the agreement.
For travel, citizens of Kyrgyzstan will be able to use a Kyrgyz national passport, an international passport, a diplomatic passport or an official passport. The agreement also recognizes a certificate of return to Kyrgyzstan, which can be used only to return to the country. The relevant travel documents for Belarusian citizens are also specified in the agreement.
The explanatory note states that ratification of the agreement is expected to facilitate travel between the two countries and promote economic and tourism ties.
The agreement is concluded for an indefinite period. Either party may terminate it by notifying the other country in writing through diplomatic channels. In that case, the agreement will cease to have effect six months after the notification is received.
After the law is adopted, Kyrgyzstan’s Ministry of Foreign Affairs will notify the Belarusian side that the necessary domestic procedures have been completed. The ratification law will enter into force in seven days after its official publication.
The agreement itself will enter into force after the two countries exchange, through diplomatic channels, the final written notifications confirming completion of the required domestic procedures.
