According to the resolution, the Ministry of Transport will be authorized to accumulate funds in a special account within the treasury system. These funds will be generated from deductions from the revenues of its subordinate organizations.

Specifically, the state-owned enterprise Kyrgyzzholtransdolboor, the state-owned institution Production and Innovation Center, as well as the Department of Land and Water Transport and its territorial divisions, will transfer a part of their revenues monthly to the ministry’s special account.

The amount of these deductions will be determined by decision of the Ministry of Transport, but will not exceed 10 percent of the total revenue generated by the organizations.

The funds received will be used to finance the activities of the ministry and its territorial and departmental divisions. The Ministry of Transport will also be able to independently prepare and approve revenue and expenditure estimates for funds accumulated in special accounts.

The Cabinet of Ministers notes that the amendments were adopted in compliance with the Budget Code and are aimed at improving the financing mechanism for the transport sector.
