Below is the full text of the president’s speech:

«Over the past five years, thanks to our continuous efforts, we have achieved significant transformations within the country. The same active work was carried out in foreign policy, resulting in the diplomatic successes you recently witnessed.

The Kyrgyz Republic has achieved impressive diplomatic victories in its history of independence and has become a participant in a historic event that has sparked the interest of the international community. As you know, on June 3, at the elections held at UN Headquarters in New York, Kyrgyzstan was elected for the first time as a non-permanent member of the UN Security Council for 2027-2028.

Following this, another important event in foreign policy was the official removal of our country from the European Union’s aviation safety list, the so-called «black list,» after twenty years of restrictions.

These events have raised the international prestige of the Kyrgyz state to a new level and have the potential to change the country’s future. We perceive the unanimous support for Kyrgyzstan’s candidacy by 142 countries as the highest international recognition of our country’s foreign policy and stability.

Kyrgyzstan’s election is evidence of the political will of the international community to restore historical justice and ensure the equality of all states in elections to the leading UN body.

I would like to especially emphasize that this is the result of the dedicated and round-the-clock work of our ambassadors, consuls general, the Ministry of Foreign Affairs, and staff at our foreign missions. I sincerely congratulate you on Kyrgyzstan’s election as a non-permanent member of the UN Security Council. I express my deep gratitude to each of you for your tireless work and dedicated service!

I am confident that your experience and responsible approach will continue to strengthen our country’s international prestige and the successful implementation of our foreign policy priorities.

Now I would like to highlight the fact that the skies of Europe have opened their gates to Kyrgyzstan.

As you know, for a number of reasons, we were unable to leave the European Union’s aviation «blacklist» for over twenty years. Thanks to our political support, the coordinated work of government agencies, and systemic reforms in civil aviation, this strategic goal has finally been achieved. This achievement will not only enhance the Kyrgyz Republic’s standing in the international aviation community, but will also contribute to the expansion of the country’s transport links, attract new airlines and international flights, enhance its tourism and investment attractiveness, and further promote the sustainable development of the aviation industry.

Furthermore, in recent years, extensive work has been carried out to develop the country’s aviation sector. Specifically, projects to update and modernize the country’s airport infrastructure have been implemented, new airports have been built, and existing ones have been reconstructed. The national airline, Asman Airlines, has been established, and work has begun on acquiring modern aircraft. Work is also underway to purchase new Airbus aircraft to expand the geography of international flights and enhance the country’s aviation potential. The success of removing the Kyrgyz Republic from the EU aviation blacklist was made possible by the professionalism, modern approach, openness to change, and creative thinking of Daniyar Bostanov, Director of the State Civil Aviation Agency under the Cabinet of Ministers; Manas Samidinov, Director of Manas International Airport; and the entire aviation industry team.

Thus, we have taken a step toward the center of global politics and into the skies of Europe. Today, Kyrgyzstan is recognized by the international community as a reliable, responsible, and equal partner that is a secure state, fulfills its obligations, and has an independent position in the geopolitical arena.

If our victory at the UN demonstrated our country’s political identity, then our removal from the European Union aviation blacklist has become a symbol of a new stage in the development of our economy, tourism, and other sectors.

Kyrgyzstan’s accession to the UN Security Council is a new challenge for us. We view membership in the UN Security Council as a tremendous responsibility and will make every effort to enhance its effectiveness and make a worthy contribution to the international community’s collective efforts to address global challenges and threats.

These two historic achievements are the fruit of the combined efforts of Kyrgyz diplomacy, the public administration system, and the entire Kyrgyz people. The successes we are discussing today have strengthened Kyrgyzstan’s credibility within the country and earned it high prestige on the international stage.»
