The key change concerns registration at place of residence or temporary stay.

Under the new rules, students from other regions will be able to register more easily based on a request from their educational institution.

A similar simplified procedure will also apply to certain categories of internal migrants, including those who have been forcibly displaced. In these cases, registration will be carried out on the basis of a request from the relevant local government authority.

The procedure for registration and deregistration of Kyrgyzstanis will be determined by the Cabinet of Ministers.

The law will come into force six months after its official publication — on December 19, 2026. The Cabinet of Ministers has been instructed to bring its regulations into compliance with the new provisions within this period.
