- С 15 июня в Кыргызстане вступают в силу административные штрафы за нарушения в халяльной индустрии.
- Штрафы до 650 расчетных показателей предусмотрены за выпуск продукции без документов, нарушение стандартов и фальсификацию сертификатов.
- Для физических лиц штраф составляет 75 расчетных показателей (7 500 сомов), для юридических — 230 (23 000 сомов).
- Новые нормы введены в рамках закона «О халяльной индустрии».
According to the Ministry of Economy and Commerce, the new regulations were developed as part of the implementation of the Law «On the Halal Industry.» They are intended to strengthen oversight of the production and circulation of halal products, protect consumer rights, and combat unfair competition in the market.
The Code of Offenses was supplemented with a new Article 385¹ «Violation of Legislative Requirements in the Halal Industry.»
Administrative penalties are imposed for violating technical regulations and standards for the keeping and slaughter of farm animals, and the production, processing, storage, transportation, and sale of halal products. Similar fines will also be imposed for violating requirements for animal feed and fish used in the production of halal products.
Penalties will apply to cases of releasing halal products into circulation without documents confirming their compliance with established standards, and to the provision of halal services without the necessary certification.
For these violations, individuals face a fine of 75 calculated rates (7,500 soms), and legal entities face a fine of 230 calculated rates (23,000 soms).
The most severe penalties are imposed for violating the rules for confirming the conformity of halal products and halal services and issuing certificates without mandatory verification procedures. In such cases, legal entities may face a fine of 650 calculated rates.
Amendments have also been made to several articles of the Code of Offenses, defining the powers of government agencies to consider cases and apply administrative measures in the halal industry.
The new regulations were discussed by representatives of relevant departments of the Ministry of Economy, the Center for the Development of the Halal Industry, the Spiritual Directorate of Muslims, the Veterinary Service, sanitary and epidemiological surveillance agencies, and halal product manufacturers.
Meeting participants discussed the practical application of the new requirements, interdepartmental cooperation, and ensuring compliance with the legislation after its entry into force.
The Ministry of Economy noted that the adoption of the changes should increase consumer confidence in halal products and services and contribute to the development of the export potential of domestic producers.
