Under the new law, outstanding traffic fines will now serve as grounds for refusing to issue a driver’s license.

The restriction applies to both fines issued by traffic police officers and violations recorded by photo and video surveillance cameras.

A similar rule will apply to vehicle registration procedures.

Vehicle owners may be denied registration or re-registration if government information systems show unpaid traffic fines. This means that selling, transferring ownership, or registering a vehicle will not be possible until all outstanding fines are fully paid.
