According to him, the Cabinet considers unilateral sanctions imposed by Western countries illegal. However, restrictions are governed by the national legislation of the countries that impose them, so Kyrgyzstan is forced to consider the emerging risks and negotiate with its partners.

«Currently, the sanctions regimes of Great Britain, Canada, the United States, and the European Union are in effect. We are in constant dialogue with them,» Amangeldiev said.

He recalled that Kyrgyzstan maintains a neutral position and does not support any party to international conflicts.

«We are ready to cooperate within the framework of established regimes so as not to contribute to the further development of conflicts. However, we will not restrict traditional trade,» the First Deputy Cabinet Chairman emphasized.

Supplies for weapons will be blocked

According to Amangeldiev, separate controls have been established for goods and components that can be used in weapons production.

Kyrgyzstan intends to strengthen export controls and prevent the supply of parts, equipment, or other resources for the armed forces of any party to the conflict.

«Everything related to arms supplies will be under strict control. We must not allow parts or resources for any army to be shipped through our territory,» he stated.

Amangeldiev cited the work of customs and border agencies as an example. According to him, approximately 160 units of various goods and accessories were seized and then handed over to the Armed Forces of Kyrgyzstan.

He did not specify what specific items were involved, where they were found, or for which country they were originally intended.

Furthermore, the authorities have agreed on a list of dual-use goods and introduced additional restrictions regarding them. Kyrgyzstan is sharing information on the measures taken with its international partners.

Company closures following inspections

Daniyar Amangeldiev confirmed that individual companies in Kyrgyzstan whose activities raised suspicions were closed.

According to him, the decisions were made after analyzing the transactions, and not automatically following requests from foreign countries.

«We can’t just shut down a company. First the analysis is carried out. If we see one-time questionable transactions and questions arise for the founders, then the decision is made painlessly,» he said.

The authorities are ready to review such decisions if the company provides evidence of the legality of its activities.

«If any issues arise, we are ready to address them through judicial or pre-trial procedures. If companies provide the necessary evidence, we will defend their interests both domestically and at the international level,» the First Deputy Cabinet Chairman said.

He admitted that sanctions risks for Kyrgyz business remain constant, since the state cannot monitor every transaction of every entrepreneur in advance.

Company registration takes about an hour

Amangeldiev named a simplified business registration system as one of the reasons for the emergence of risky companies.

According to him, as part of improving doing business conditions, Kyrgyzstan has made the creation of legal entities as easy as possible. Today you can register a company in about an hour, after which it has the opportunity to independently conduct economic activities.

Under sanctions, simplified registration could be used to create companies that carried out isolated questionable transactions or operated for a short time.

To reduce sanctions risks, the authorities have strengthened compliance controls in the banking system.

Before processing certain transfers, banks now review not only the payment itself but also the contracts and business activities of the legal entity conducting the transaction.

According to Amangeldiev, Kyrgyz banks have undergone specialized training in cooperation with foreign partners.

«Before a transfer is made on behalf of a legal entity, its contracts and the company’s activities are reviewed. We have conducted multiple training sessions to strengthen compliance controls over banking operations,» he said.

The First Deputy Cabinet Chairman added that these mechanisms will continue to be improved.

Risks for major banks and state-owned enterprises

Daniyar Amangeldiev did not directly answer the question of whether there is a risk of sanctions being imposed against the National Bank, large state-owned enterprises, or systemically important companies.

He stated that consultations with Western countries are ongoing, and partners are taking into account the close integration of the Kyrgyz economy with the Russian market.

«They understand that our economies are very closely integrated. Imposing financial restrictions or restrictions on trade flows makes no sense because the economy is deeply tied to these relations,» he said.

According to the First Deputy Cabinet Chairman, the jointly developed measures are already yielding results. However, sanctions remain an issue and require constant monitoring.

«There are always sensitive issues. Sanctions are a new mechanism not only for us but also for the West itself. There are no perfect control and monitoring mechanisms yet,» Amangeldiev said.

He added that Kyrgyzstan intends to fulfill its international obligations while preventing damage to domestic businesses and the national economy.
