According to the ministry, at 3:37 p.m., following a disruption, Kyrgyzstan’s power system became disconnected from the Unified Power System of Central Asia and switched to isolated operation.

Power engineers quickly took action, and by 3:55 p.m., the frequency had been restored to normal levels of 50 hertz. According to the ministry, Kyrgyzstan was transmitting approximately 250 megawatts of power to neighboring countries.

A preliminary analysis found that two hydroelectric units at Toktogul hydropower plant briefly shut down.

The Energy Ministry said this was the initial disturbance in the Unified Power System of Central Asia, after which power flows changed and emergency protection systems were activated.

However, the ministry stressed that the shutdown of the two Toktogul HPP units cannot be considered the direct cause of subsequent outages in power systems and grids in other countries.

To determine the causes of disruptions in neighboring countries, the ministry said, the processes that occurred in their power systems after the initial failure should be analyzed separately.

A special commission will investigate the causes of the technical failure. The ministry stressed that it would be premature to hold Kyrgyzstan’s power system responsible for all subsequent consequences until the joint technical investigation is completed.
