Any Kyrgyz citizen can benefit from the quota on a first-come, first-served basis according to the actual date of vehicle import. There are no special conditions.

The customs authorities are keeping track of the number of electric vehicles imported under the quota. Once the quota is exceeded, further imports will be subject to customs duties and other applicable payments.

«There are currently about 500 electric vehicles in warehouses. I don’t think the additional quota will be exhausted today. But there is definitely interest. People are already switching to electric vehicles,» Sultan Akhmatov said.

The quota allocated to Kyrgyzstan is primarily intended to saturate the domestic market rather than for the subsequent re-export of vehicles to other EAEU countries, he added.

The Ministry of Economy acknowledges that there are currently certain difficulties with fuel and lubricants, which is why many Kyrgyzstanis are buying vehicles for their own use. The main task is to saturate the domestic market so that citizens can use electric vehicles.

The official also recalled that one of the conditions for receiving the benefit is a ban on re-exporting electric vehicles to EAEU member states.

«This is a quota for the Kyrgyz Republic. It is not intended for running a vehicle resale business. If someone wants to resell an electric vehicle outside the country, it will not be deregistered in Kyrgyzstan until the relevant payments have been made,» he explained.

The quota for 2027 is currently under consideration.

Without the preferential quota, the applicable payment rate is 15 percent.
