According to Almambet Shykmamatov, Chairman of the State Tax Service, the decree applies to

«services for the production, placement, and distribution of publicly available information, including text, graphic, audio, and video materials on the Internet.»

«Journalists, editorial offices, and cameramen are also related to this, so the decree applies to them as well; they can take advantage of the benefits,» the head of the State Tax Service said.

The State Tax Service Chairman also commented on claims that tax breaks should be given first to teachers and medical workers. In his opinion, such comparisons are manipulative.

To support his claims, he cited budget expenditure data. According to him, 37.8 billion soms were allocated to the education system in 2025, and 71.9 billion soms in 2026. Healthcare expenditures amounted to 20.2 billion soms in 2025 and 49.9 billion soms in 2026.

Shykmamatov noted that the state continues to prioritize funding for education and healthcare, but also considers it necessary to support new areas of the economy.

«The state is a mother who cares for her children. One daughter is named Education, the other Healthcare. But there is also a mischievous little son, in whom we also need to invest and give him some benefits so that he grows up and helps support his sisters in the future. Creative people are precisely that mischievous little one who needs support now,» the head of the State Tax Service said.

According to him, the provision of benefits is not connected to the upcoming presidential elections.

It was previously reported that this was about exemption from a single tax, and to receive benefits one must be a resident of the Creative Industries Park.
