The powers of the position have been expanded to improve efficiency and strengthen oversight over the implementation of presidential decisions.

One of the key changes is the authority to monitor the execution of presidential decrees, orders, and specific instructions. Previously, this function had not been directly stipulated in the regulations.

Under presidential instructions, the special representative will also be able to oversee the implementation of major sectoral projects, including strategic initiatives and programs significant for the country’s development.

The decree grants the special representative the right to issue instructions to ministries, administrative agencies, and other state bodies within the scope of assigned tasks and powers.

Another new provision concerns regional outreach. The special representative will now be able to meet with residents of regions and districts to study local problems, explain state policy, and facilitate prompt responses by government agencies to citizens’ appeals.

The changes provide the institution of the president’s special representative with additional tools to oversee the implementation of presidential decisions and major projects at both the national and regional levels.

The decree has entered into force. Bakyt Torobaev currently serves as the President’s Special Representative.
