The main changes are related to the redistribution of powers following the creation of a separate state security agency.

Under the new rules, the state security agency will now be responsible for issuing permits for the import and export of weapons and ammunition carried by foreign security personnel accompanying heads of state, heads of government, and other protected persons during visits to Kyrgyzstan.

Previously, these functions were handled by the State Committee for National Security (SCNS).

The document also aligns existing regulations with the updated structure of state bodies. The list of agencies covered by the weapons circulation rules now includes the authorized border protection agency, the state security agency, penitentiary authorities, the Customs Service, the National Bank, and the Bailiff Service.

The state security agency, as well as the authorities responsible for border security and customs affairs, have been instructed to bring their internal regulations into compliance with the new requirements.

The resolution will enter into force in ten days.
