According to him, a special working group has been established within the ministry since the beginning of the year. It includes officers from the Criminal Investigation Service, Public Security Service, investigative units, as well as the Main Information Technology Department of the Ministry of Internal Affairs.

Work is currently underway to form a registry of individuals who have been involved in criminal cases or administrative offense cases related to harassment and indecent acts.

«Currently, the working group is considering the stages: what specific information will be collected, and accordingly, a database will soon be created. A procedure will also be developed defining which specialized forms will be filled out to populate it,» Daniyar Saparbaev explained.

The Ministry of Internal Affairs emphasizes that the creation of such a unified database is primarily necessary for effective preventive work and monitoring of individuals prone to such offenses.

According to official data from the Prosecutor General’s Office for 2025, at least 503 crimes against sexual inviolability, sexual freedom, and the moral and ethical well-being of individuals were registered in Kyrgyzstan.
