The temporary license will be valid only within the territory of Kyrgyzstan and will be issued for six months without the possibility of renewal.
A full-fledged national driver’s license can be obtained only by those drivers who, during the validity of the temporary license, commit fewer than three traffic violations recorded in protocols or rulings issued by authorized bodies.
If a driver commits three or more traffic violations, the temporary license will be revoked. Along with it, the certificate of completion of the minimum training period will also become invalid, after which the citizen will be required to undergo driving school training again.
The Cabinet stated that the changes are aimed at improving the driver training system and the procedure for issuing driver’s licenses.
The decree will enter into force ten days after its official publication.
Since 2025, the policy of issuing driver’s licenses in Kyrgyzstan has changed significantly — private driving schools have been closed and the duration of training in state institutions has been considerably extended.
