The president explained that when the country has sufficient resources and capabilities, it implements projects independently, citing Balykchy—Cholpon-Ata railway project, whose construction he launched, as an example.

«However, where we lack engineers, experience, or capabilities, we seek assistance from neighboring countries and involve them in project implementation. If we were to build everything on our own, it could take 15 — 20 years,» Japarov said.

He stressed that the measure is temporary, noting that the authorities are sending Kyrgyz engineers and construction specialists abroad for training.

«Some bloggers, opposition representatives, or populist politicians spread statements like ‘they have flooded the country’ or ‘there are too many of them,’ thereby creating obstacles. Such actions must be firmly stopped,» the president said.
