According to the document, ministries, local authorities, energy and utility companies are required to develop plans to prepare for the heating season as soon as possible, create special headquarters, and ensure the procurement of fuel for public organizations by July 1.

Regional authorities have been instructed to determine the population’s coal needs, organize social coal depots, and accumulate the necessary fuel reserves. Coal prices will be monitored and unjustified price increases will be prevented.

Particular attention is paid to energy security. Energy companies have been instructed to complete equipment and network repairs before the start of the heating season, reduce power losses, and ensure reliable power supply to consumers.

Until the water accumulation situation in Toktogul reservoir improves, the ban on issuing technical specifications for connecting new electric heating facilities and energy-intensive production will remain in place.

The document provides for the import of electricity from Central Asian countries and Russia, the provision of uninterrupted natural gas supplies, and preferential terms for coal transportation by rail for households and heat supply companies.

Oversight of winter preparations has been entrusted to relevant ministries, presidential plenipotentiary representatives in the regions, as well as heads of energy companies and local authorities.
