According to him, there are six state-owned banks operating in the country, and the state continues to support them through capitalization to increase their loan portfolios.
«State-owned banks help our citizens, peasants, and farmers. Today, there are many programs for agriculture, and people need help. There were also interest-free loans,» the minister noted.
Ruslan Suinaliev emphasized that the Ministry of Finance will continue to support state-owned banks to ensure they serve the interests of citizens.
He also noted the country’s improving economic indicators. He stated that Kyrgyzstan’s GDP has approached 2 trillion soms, and the budget has reached a historic high of 1,104 trillion soms.
The minister added that international financial institutions give Kyrgyzstan good ratings. «Therefore, six state-owned banks is not much for the country,» he believes.
On May 13, 2026, the Board of the National Bank of the Kyrgyz Republic approved a license for the right to conduct banking operations in national and foreign currencies for the state-owned Kylym Bank OJSC. This is an open joint-stock company with 100 percent state participation. The Cabinet of Ministers established it with an authorized capital of 1 billion soms. In addition to standard banking services, this institution was granted the functions of a central counterparty and a national depository. Its status as a national depository makes Kylym not just another bank, but the Cabinet’s main instrument for working with securities nationwide.
